Companies must complete and submit the LOI by September 30, 2025, and yearly thereafter. This will ensure the department has up-to-date contact information so we can communicate relevant information to all stakeholders.

Testing

The department provides test cases that prescribe how test files should be created.

  1. Click here to download the test cases
  2. Transfer test files using the File Transfer application. Before making the transfer, you must select Yes to indicate the file is a test file.
  3. Send an email to DORDeveloperRelations@Wisconsin.gov with the date and time of your transfer.

We will load your test file to our staging environment, review it, and follow up with you to provide feedback.

Upcoming Changes

Please note the timelines provided in this section are subject to change.

2026 Q2

  • Update schema to require SoftwareID element (XPath SUTFiling/SoftwareID).
  • Update schema to require use of an approved value in the SoftwareID element. This value will be assigned by the department and must be included in each submission.

We encourage companies to go through testing, receive an approved software Id, and begin using it immediately to make this transition smooth.

2026 Q3

  • Move transmission of XML files to secure file transfer protocol (sFTP).
  • Decommission the public file transfer option and REST API. All transmissions will be made via sFTP.
  • sFTP is not currently an option, but there will be a period in which both the File Transfer application and sFTP are options.

We currently provide a publicly accessible file transfer application on our website, as well as the ability to transmit data via REST API calls.
