Third-Party Sales & Use Tax Software Approval Information

This page is for companies who generate Wisconsin sales and use tax returns in XML format.

Letter of Intent (LOI)

Companies must complete and submit the LOI by September 30 each year. This will ensure the department has up-to-date contact information so we can communicate relevant information to all stakeholders.

Follow this link to view our e-File Transmission page, which hosts links to the return schema package as well as the File Transfer application: https://www.revenue.wi.gov/Pages/OnlineServices/file-home.aspx

Testing

The department provides test cases that prescribe how test files should be created.

  1. Click here to download the test cases
  2. Transfer test files using the File Transfer application. Before making the transfer, you must select Yes to indicate the file is a test file.
  3. Send an email to DORDeveloperRelations@Wisconsin.gov with the confirmation number, date, and time of your transfer.

We will load your test file to our staging environment, review it, and follow up with you to provide feedback.

Upcoming Changes

Please note the timelines provided in this section are subject to change.

March 1, 2027

  • SoftwareID element is required. The department will not reject returns at this point if they do not contain an approved software ID, but the transmitter will receive a warning message for each transmission.

July 1, 2027

We encourage companies to go through testing, receive an approved software Id, and begin using it immediately to make this transition smooth.

We currently provide a publicly accessible file transfer application on our website, as well as the ability to transmit data via REST API calls.
