The Wisconsin Department of Revenue (DOR) updated the sales download associated with the registered Provide Assessment Data (PAD) application.

  • DOR added the receipt number field to the sales download
  • There are three different formats for the receipt number (order of most used) – see examples below:
    1. 0-000-000-000
      • Numeric only
    2. X0000000000
      • X identifies third-party software RETR submission
      • Otherwise, numeric only
    3. 85QJS | 7BVAM | 70ps9
      • Five-digit alpha-numeric and case-sensitive (any order/combination of letters and numbers)
      • Sales submitted to RETR prior to January 12, 2026

Note: There are no changes to the schema upload for DOR when e-filing your submission

Register in My Tax Account (MTA)

  • You must register in MTA to access PAD. Before registering, make sure to review these two resources:
  • Note: After making updates to your certification information in the ACD-100 form, located in MyDORGov, you must wait one business day before the updated information appears in MTA.

Access your PAD municipalities

  • PAD sales search – only the municipalities assigned to you appear
    • Go to our Assessor web page
    • Select the PAD System login under "Online Services"
    • Search by county, municipality, receipt number, county document number, and conveyance date
    • Sort, filter, submit and re-submit PAD sales throughout the PAD submission period
  • Verify electronic submission requirements – if you or your software provider have questions regarding electronic file transfers, contact the Office of Technical & Assessment Services

Enter PAD data

  • Assessors are required to provide complete assessment data to DOR, under state law (sec. 73.03(5)), Wis. Stats.)
  • Provide assessment data
    • For 2026 sales, provide the January 1, 2026, assessment, after adjournment of the 2026 Board of Review (BOR)
    • Provide the total assessment for all parcels included in the sale
  • Verify and provide property attributes
    • Inspect the sale parcels at the time of sale to verify the property attributes
    • Record the status of the attribute data at the time of sale
    • Required attribute data for sales follows the minimum requirements from the WPAM
  • Reminder – PAD does not provide a complete list of sales
    • Sales that are automatically rejected based on information provided on the RETR are not included (ex: gifted property, exempt from fee, partial interest sales)
    • Use the registered Search Wisconsin Property Data from your Summary screen to review or download a complete list of sales within a municipality
    • Access RETRs by:
      1. County and Municipality
      2. Property Address
      3. Receipt Number
      4. County Document Number
      5. Multi-factor search
  • Contact your Equalization Bureau District Office if a sale is:
    • Recorded in the wrong municipality
    • Not in the PAD system because it was automatically rejected and is discovered to be useable
