2025 Municipal Retail License Report – Alcohol, Cigarette, Tobacco and Electronic Vaping Devices – Available Online

The Wisconsin Department of Revenue posted the 2025 Municipal Retail License Report (Form AT-827) on our website, today, Friday, June 13, 2025.

General information

  • Due date – July 15, 2025
  • Municipal clerk must e-file through MyDORGov
  • You must file this report even if you do not have any active licenses

What's new?

  • You must report – Cigarette, Tobacco, and Electronic Vaping Device Retail Licenses
  • "No Licenses to Report" check boxes are available for both Alcohol Beverage and Cigarette, Tobacco, and Electronic Vaping Device Licenses
  • Bulk filing is available through MyDORGov
    • Municipalities that bulk file retail licenses no longer need to use a stand-alone process
    • See detailed instructions for bulk filing below
  • New email address:
    • DORAlcohol@wisconsin.gov – if you have questions related to municipal license reporting, send them to our new email address
    • Note: DORLiquorLicense@wisconsin.gov – you can still send emails to this email address during this filing season; however, it is being discontinued after the current filing season

How do I report retail license information?

There are two methods to file Form AT-827 within MyDORGov. This is the same portal that you submit your Municipal Assessment Report, Statement of Assessment, and many other forms and reports.

1.   Fewer than 50 license holders – go to MyDORGov and locate Form AT-827 on the form filing page

  1. View and update your municipal contact information and the licenses you reported last year
  2. Add new licenses issued since your last report
  3. Submit your report

2.   50 or more license holders – go to MyDORGov and locate Form AT-827 on the form filing page. Use bulk filing within the form.

  1. Prepare your license holder information using the same prescribed CSV file you previously used
    • You will receive a separate email from DORAlcohol@wisconsin.gov with a CSV file containing the license information reported last year
    • Make sure to update the information in the CSV file and add new information, as necessary
  2. Within Form AT-827 – select "Yes" to "Do you want to do bulk file upload?"
  3. Follow the instructions and attach the CSV file within the form
  4. If your attached file contains errors, you must correct those errors to complete the upload
