 Town Tax Incremental Finance
Base Year Packet

The Town Tax Incremental Finance (TIF) Law, Wi stats. 60.85, was approved by the Wisconsin Legislature in 2004 as a financing tool that towns could use to help pay for specific agricultural, forest, manufacturing and tourism activities as classified in the North American Industry Classification System (NAICS), 1997 edition. The Town TID Base Year Packet, available below, details the steps to creating a district. Also, the Guide to Wisconsin's Town Tax Increment Law has helpful information regarding the requirements for Class 2 notices that must be given with respect to creation of a district. These notice requirements are very important, and failure to comply may result in denial of the TID.

On this page you will also find the standard state forms to report value information for the parcels involved in the creation. The Department of Revenue uses the information on the following forms to establish the district's base value and to verify that proper legal procedures were followed. They must be completed and submitted to the department on or before December 31st in the year the district is created. The date of the adoption of the creation resolution by the local governing body determines the creation year.

The Base Year Packet - Checklist (PE-109T) will identify the forms needed. Please complete & return the appropriate forms for creating a Tax Incremental District by December 31. For your convenience, we have provided three different format types to complete the TID forms. One set must be completed for creation of each new TID.

An Excel format has been created to help our customers. The advantage of the Excel format is:

  1. You can save the file and work on the forms periodically.
  2. The completed file can be e-mailed to the Department of Revenue.
  3. The file does calculations automatically and information can be passed from one page to another.
