Boundary Amendment Packet
(for Parcels that have been Added to the TID)

An active TID can amend boundaries up to four times by adding whole parcels that are contiguous to the existing boundaries. Each territory addition requires a $1,000 fee and there are several important steps that must be followed to comply with state law. The redetermined base is calculated by adding the additional parcels, at the appropriate equalized value, plus the existing base value.

The Timeline for Amending TIF Project Plans (PE-221A) and the Guide to Wisconsin's Tax Increment Law (PE-207), available below, describe the different kinds of amendments and lays out the steps involved in adopting them. Don't forget to look at Page 2, dealing specifically with Territory Amendments.

The TID Project Plan Amendment Checklistt (PE-109A) should be referenced first. This will identify all the materials needed to be submitted to DOR on or before December 31st based on the amendment resolution date. Newly-annexed parcels must be reported on separate forms other than the municipality's set of forms. The Department of Revenue uses the information on these forms to establish the TID's amended base value and to verify that the proper legal procedures were followed.

The Project Plan Amendment - Checklist (PE-109A) will identify the forms needed for each addition boundary amendment. Please complete & return the appropriate forms by December 31. For your convenience, we have provided three different format types to complete the TID forms: 1. Excel format (that has all the forms on one file); 2. Fill-in pdf forms; & 3. of course, the printable blank forms. One set must be completed for each TID boundary addition amendment.

This Excel format has been created to help our customers. The advantage of the Excel format is:

  1. You can save the file and work on the forms periodically.
  2. The completed file can be e-mailed to the Department of Revenue.
  3. The file does calculations automatically and information can be passed from one page to another.
