Tier 3: This is used by Transmitters who are transmitting this file for Agents aka Originators.
The value of the originId attribute must match the OriginId of this origin. Must be unique within the transmission. Use a unique, for you and your system, value that will identify the grouping of items batched under the Origin.
Tier 1 and 2: This is used by Transmitters who are the Agent's or a Single Employer.
The Content Location contains the Business Trackiing Number or BTN, which caontains the 6 character EFIN, the 7 character Julian date, and the 7 character unique identifier
